    The Committee on the Judiciary moves to amend the bill on page fourteen, section five, line seven, following the end of that paragraph, by inserting the following language:

    “(f) Property may not be forfeited as an instrumentality under this article to the extent that the amount or value is disproportionate to the severity of the offense,”

    And,

    On page fourteen, section five, line eight, at the beginning of the paragraph, by changing the designation of that paragraph from subsection “(f)” to subsection “(g)”, and by renumbering the remaining subsections of section five accordingly.
